	A call to action by Ganzeer – an Egyptian artist involved in demonstrations in Cairo and a participant of the European Culture Congress – to artists from all over the world to support the Arab Spring:

	This is an appeal to help save lives. The Egyptian Military Council has unleashed a brutal crackdown on peaceful protests by the Egyptian people, calling for the resignation of the military council and a cancellation of the sham elections that they’ve been running under their supervision. Soldiers have shown us no mercy, hitting fallen women with their batons, stomping on skulls with their boots, and shooting unarmed civilians dead. I’ve seen this happen with my own eyes and was unable to stop it. It’s a soul-shattering pain like no other.

	The lies being disseminated by military-controlled media are as equally painful. Nothing hurts more than such shameless injustice. I fear the military’s strategy will only lead my country to an armed civil war. In an effort to keep our struggle peaceful, I hear by call on artists everywhere to support the Egyptian revolution with their art. As the genius that is Alan Moore once said, “[a satire] destroys you in the eyes of your community, it shows you up as ridiculous, lame, pathetic, worthless, in the eyes of your community, in the eyes of your family, in the eyes of your children, in the eyes of yourself, and if it's a particularly good bard, and he's written a particularly good satire, then three hundred years after you're dead, people are still gonna be laughing."

	Our only hope right now is to destroy the military council using the weapon of art. From January 13 to 25, the streets of Egypt will see an explosion of anti-military street-art. If you are a street artist elsewhere in the world, please do what you can in your city to help us. Even if you are not a street-artist. If you’re a comicbook artist, a musician, or filmmaker, whatever artistic talent you have can be of big help. If you can do something before the designated date, please do! We need all the help we can get.

  <title>05.12.2011 "Love, Europe, World of Zygmunt Bauman" - theatrical premiere on December 15. Admission free </title>

	The documentary “Love Europe World of Zygmunt Bauman”, by Krzysztof Rzączyński, will have its theatrical premiere on December 15 at cinema Muranów in Warsaw, at 6 p.m. The film was commissioned by the National Audiovisual Institute as a part of the Cultural Program of the Polish EU Presidency in 2011. Admission is free: starting from December 8 free tickets are available at the cinema Muranów's box-office.

	The documentary, which runs just under one hour, consists of four parts: “Culture”, “Europe”, “The World”, and “Himself”. Zygmunt Bauman’s reflections on the culture and times in which we live and Europe’s role in building a global order  are interspersed with more personal themes.

	The footage was shot in Leeds, where Zygmunt Bauman and his two younger daughters Lidia and Irena live, in Warsaw, where in November the professor was awarded the Medal for Merit to Culture – Gloria Artis by the Minister of Culture and National Heritage, and in Tel Aviv, where his oldest daughter Anna Sfard resides.

	The creators of the film, director Krzysztof Rzączyński and cameraman Michał Popiel-Machnicki, received several awards for their previous documentary, My Father, The Iron Curtain, and Me (the story of Andrzej Panufnik and his son), including the Grand Prix at the National Independent Documentary Review, a distinction at last year’s Planet Doc Review, a nomination to the Golden Nymph at the Monte Carlo Television Festival, and a nomination in the category of “Best Current Affairs Production” at New York’s History Makers Awards.

	Two European Culture Congress projects (The Wall - Internet Recycling and Non-video Game) will be presented this October during the Culture 2.0 conference which this year goes by the “Media-Aware” motto. Traditionally, the second floor of the National Audiovisual Institute’s headquarters, as part of the “Enter level 2.0” programme, will be home to artistic projects which harness new technologies.

	This year, as in the previous one, on the second floor of The National Audiovisual Institute exhibition was prepared – referring to the topics discussed during the conference. Instalations collected in this space require the recipient’s active participation and involvement, they also allow to explore innovative ways to use media in the arts.

	The Brussels-based performance group CREW enables audiences to visit other worlds thanks to technology known as augmented reality. C.A.P.E., short for Computer Automatic Personal Environment, allows users to visit environments separated from their own by culture, distance, and time. This feat of teleportation is made possible thanks to special eyewear, headphones, and a computer worn on the user’s back.

	EXPERIMENTAL STUDIO: REACTIVATION

	During the Culture 2.0 conference, students of Warsaw’s University of Music will start classes with Paweł Cyrta and Dorota Błaszczak as part of the Interscholastic Multimedia Specialisation. The name EXPERIMENTAL STUDIO: REACTIVATION is intended more as a postulate rather than a reflection of the significance of the events held at Level 2.0. We do not pretend to recreate the original phenomenon. The world-famous Polish Radio Experimental Studio, despite having produced such notable work as the series curated by Michał Libera (available in the NInA STORE), is hardly a household name in Poland. From today’s perspective, the significance of the Experimental Studio lies in its mission — a mission that IMS students will attempt to reactivate.

	RUDNIK’S MINIATURES

	The stairwell leading up to Level 2.0 is filled with audio miniatures by Eugeniusz Rudnik, a legendary member of the Polish Radio Experimental Studio, which ran from 1957 to 2004. Rudnik is a sound engineer, composer, and winner of numerous awards for his collages and sound effects for radio shows, film, and theatre. All of his pieces are made by splicing together bits of tape with scissors and glue, a technique that foreshadowed today’s remix culture.

	NON-VIDEO GAME
	panGenerator (Piotr Barszczewski, Krzysztof Cybulski, Krzysztof Goliński, Jakub Koźniewski), text: Michał Danielewicz

	A non-video game consisting of an 8-bit Nintendo set and a thermal printer that premiered at the Reading Lab at the European Culture Congress in Wrocław. The plot of the first version was based on a novel by Łukasz Orbitowski, Only Max. This time, we dug deep into classic literature (and film) and came up with Jerzy Andrzejewski’s Ashes and Diamond. The player impersonates Maciek Chełmicki. He can die on the ash heap of history, or revolt… The length of the printout offers a tangible record of the decisions the player makes along the way. The game features numerous narrative branches that require several run-throughs to fully explore.

	biweekly.pl is an online magazine about Polish culture. Published by the National Audiovisual Institute since 2010. It is a born-digital medium, occasionally published on paper. It combines tradition with new thinking about content.

	The Reading Lab at the European Culture Congress (Wrocław, 8–11 September, 2011) featured a “book” by Michał Buczyński-Pałka. This interactive object presents an original text by the creator, recycled from a chapter of Only Max, a book specially written for the ECC by Łukasz Orbitowski. The reader’s task is to find new content by deleting bits of text using the LCD touchscreen.

	DODECAUDION
	panGenerator (Piotr Barszczewski, Krzysztof Cybulski, Krzysztof Goliński, Jakub Koźniewski), manufacturer: HEDOCO

	A spatial audiovisual controller. Dodecaudion — a flagship project by panGenerator, manufactured by HEDOCO — is an implementation of the group’s intermedia and interdisciplinary concepts and activities. The key idea behind the project was to create a new musical interface that would make a full range of expression available to performers of electronic music. Operated by moving one’s hands and body, the Dodecaudion offers an alternative to twiddling knobs and hiding behind a laptop screen. All of this is made possible thanks to open source platforms such as the Arduino and Processing. Dodecaudion will touch down at Level 2.0 on Saturday, 29 October, following the concert at the metal shop. To find out more about the inner workings of the instrument, visit Hyde Park on Thursday.

	Masterclass @ Medialab Lublin

	Visitors to the café will find a very curious kind of guest: applications created at the this year’s Masterclass Medialab workshop in Lublin, held in August. The common theme behind the projects was network scanning and data analysis. Participants transformed and visualized network traffic to make games, animations, and sound.

	The Wall is an application that allows users to create collages of images found on other websites. It’s also a way to link to those sites and build new meanings, a means of self-presentation and expression, and simply a way to share links to your favourite online content.

	Telewizja Polska S.A and Polskie Radio S.A. are jointly the Host Broadcaster (HB) of Polish Presidency. European Culture Congress, Wroclaw (September 8 - 11, 2011) is one of the most important events of the Polish Presidency.

	As a part of the agreement concluded between the Ministry of Foreign Affairs and the Host Broadcaster, the latter will capture, produce and make available to other radio, television broadcasters and Internet operators, the audio and video signal covering the key events of Polish Presidency of the European Union Council, under the condition that it is not redistributed. The audio and video signal will be produced according to standards of previous Presidencies, and in this regard TVP S.A. will cooperate with the European Broadcasting Union (EBU). Moreover HB will provide production and technical assistance to all interested entities. All materials produced by HB will be also available for the media via the official Presidency website www.pl2011.eu and in radio and television booths located in the Press Centre.

	An experimental trio, playing what they call “doom-dance” – a mixture of dance rhythms and dark electronic soundscapes. Together they form a rare explosive mix, their music is sophisticated and, thanks to the catchiness of their tracks, very accessible at the same time.
	 
	I saw them, heard them, and thought: “Amazing! I’ll take it!” They’re definitely not jumping on any bandwagons – they’re not copying or mimicking anyone. There’s a lot of gloom, trance, and ruthlessness about them. Audiences are in for a really big surprise.

	Slagsmålsklubben, 22:00

	The craziest electronic musicians in all of Sweden. Members of Slagsmålsklubben openly say that they have no musical training and can’t play any instruments. They use synthesizers, drum machines and samplers.

	Slagsmålsklubben is a Swedish collective of dynamic madmen whose music is inspired as much by electro as it is by psychedelic dance. I haven’t heard a whole album, just a handful of songs, but I’ve seen them live and they were a volcano of mad, positive energy. That was enough for me to know that they would fit right into Friday’s lineup.

	Tim Exile, 23.45
	
	Tim Shaw (Exile is his stage name) talented electronic music producer, a philosopher by education, a skilled computer programmer; in other words, a true Renaissance Man. Shaw started making music during the drum’n’bass craze. Bored with playing DJ sets and creating music that sounded like beats created by other artists, Shaw started writing software for Native Instruments, tried his hand at diverse musical styles and made use of his musical education.

	His concerts are impressive performances. Although he is a classically trained cellist, prepared electronics are the dominating element in his music. His performances feature insane sets, and he often dresses up in costumes himself. He keeps the audience close, inviting people up on stage, coming down into the audience, and wading deep into the crowd. The results are always interesting.

	Only today: one of the Avignon festival highlights – „1973” by a renowned performer Massimo Furlan! The performance will be shown twice, at 4 p.m. and at 9 p.m.in the  theatre space of the Feature Films Studio (entrance from the Wystawowa street). Good news: there is room for more audience. To get inside you don't need any entrance cards – it is enough to be there right before the performance.

	Furlan, who re-enacted (playing a character of the famous Polish football player Zbigniew Boniek) a World Championship match between Poland and Belgium will this time recreate the 1973 edition of the Eurovision contest. Similarly to his previous projects, Massimo Furlan re-enacts specific cultural behavior, rituals, and celebrations trying to be as faithful as possible to the original.

	Here’s one on the misunderstandings between neighbours and their sense of humour: a Finn comes to Estonia and... He wants to find a wife, but he doesn't know either the language or the habits, so he enrols on a language course. The teacher seems to be utterly alienated in her own world; nevertheless, she begins to feel pity for her remarkably clumsy student. This humble TV film is a melodrama à rebours, full of gags based on slips of the tongue, but also a moving picture about looking for love.

	A coming of age story about a girl told via gestures, sounds and images related mainly to death and sex. A view of copulating parents, a slap in the face from the mother, motorcyclists' gloves, bodies touching each other on a bus. Two authors from Belgium pay tribute to Italian giallo, a formally sophisticated horror film genre from the '70s. The protagonist discovers her erotic side and dark corners of her psyche, which, nevertheless, is rendered with a big degree of irony.

	First steps in the film industry by the trio well-known to theatre insiders. The main protagonists (and co-directors at the same time) are dancing teachers specialising in Latin American dances. After she loses her leg in a car accident, and after he loses his memory, they will have to learn life from scratch. Even if it rains, or rather pours, their great love lasts. Absurd sense of humour, mysterious narration and exaggerated acting, but, most importantly, the old-fashioned charm of a slapstick comedy...

	The Congress opened with a lecture delivered by Professor Zygmunt Bauman, who discussed the future of Europe as a community, in the political, geographic, and cultural sense. Among the guests of the inaugural ceremonies were Polish President Bronisław Komorowski, Minister of Culture and National Heritage Bogdan Zdrojewski, and Wrocław Mayor Rafał Dutkiewicz.

	Quoting the words of Gadamer, “To live with the Other, as the Other of the Other, is the basic human task,” Professor Bauman emphasized Europe’s particularly rich — yet often difficult — experience with the Other. He remarked that in contemporary Europe, it is often our next-door neighbor who is the Other, and whom we must engage in dialog. The political future of Europe, a mosaic of diasporas, depends on the fate of culture, the philosopher explained. From a bird’s eye view, the contemporary world appears to be an archipelago of diasporas, a multi-layered reality woven from various identities, experiences, and traditions. Hence it is all the more crucial that we redefine the identity of Europe and open ourselves up to its liquidity. Zygmunt Bauman concluded his lecture with the observation: “The time has come for us to consider whether the geographical past of Central Europe could in fact be the future of European culture.”

	Professor Zygmunt Bauman participated in preparations for the Congress from its earliest stages. On the initiative of the Minister of Culture and National Heritage, Professor Bauman wrote a book about the birth and development of culture as a concept and its prospects for future evolution. Culture in a Liquid Modern World was published in the spring as a part of the National Cultural Program of the 2011 Presidency.

	Klaić was a recognized authority in the fields of cultural policy international cultural cooperation. He was also an analyst of contemporary cultural institutions and a co-author of Lublin’s application for the title of European Capital of Culture.

	Klaić lectured at Leiden University, the University of Bologna, the University of Belgrade, and Istanbul University. He was the creator and director of the European Festival Research Project, and an initiative devoted to cultural studies of European festivals and the ongoing ‘festivalization’ of life.

	Dragan Klaić was born in Sarajevo in 1950. A graduate of theater studies and history, he was one of the founders of the European Theater Quarterly Euromaske, and the director of the Theater Instituut Nederland, the European Network of Information for the Performing Arts (IETM), and the European Forum for the Arts and Heritage (currently Culture Action Europe).
	He was the author of the report “Europe as a Cultural Project” as well as numerous articles and books. His latest published work is titled "Mobility of Imagination, a Companion Guide to International Cultural Cooperation", which will be published by the National Audiovisual Institute as part of the European Culture Congress.

	He was a frequent visitor to Poland, and was one of the main authors of Lublin’s bid to become the European Capital of Culture 2016.

	Dragan Klaić conducted a workshop titled “Lobby or advocacy? Why speak unanimously?” as part of a series of workshops organized by the National Audiovisual Institute in the run-up to the European Culture Congress.

	Those of you who decide to get an accreditation will have an opportunity to participate in 10 debates in which world-renowned intellectuals and artists will take part, to listen to professor Zygmunt Bauman's inaugural lecture, to watch films from the "Funny Games EU" programme - including a revolutionary 3-D documentary by Wim Wenders entitled "Pina", and to listen to the concerts during which Aphex Twin and Jonny Greenwood will interpret avantgarde pieces by Krzysztof Penderecki. 	On the eve of the Polish EU Presidency Krasnogruda will host the grand opening of the Czesław Miłosz International Dialogue Centre. On this occasion enthusiasts of the Nobel Prize Winner’s art will arrive from all over the world. One of the guests will be Zygmunt Bauman who will participate in the Agora of Philosophers.

	The Centre will be opened by the President of the Republic of Poland, Bronisław Komorowski, in the presence of, inter alia: Secretary of State at the Ministry of Culture and National Heritage, Piotr Żuchowski; Minister of Culture of the Republic of Lithuania, Arūnas Gelūnas; Deputy Minister of Foreign Affairs of the Republic of Lithuania Egidijus Meilūnas; and representatives of the regional authorities: the Voivod of Podlaskie Voivodship, Maciej Żywno; Vice Marshall of Podlaskie Voivodship, Cezary Cieślukowski; Chairman of the Podlaskie Voivodship Assembly, Bogdan Dyjuk; Councillor of the Podlaskie Voivodship Assembly, Waldemar Kwaterski; Starost of Sejny, Ryszard Grzybowski, and Mayor of Sejny, Jan Stanisław Kap.

	On June 13, a month after Polish premiere, the English version of the latest book by Professor Zygmunt Bauman “Culture in a Liquid Modern World”, translated by Lidia Bauman, has been released by Polity Press.

	The book was conceived as a part of the Cultural Program of the Polish EU Presidency in 2011, organized by the Ministry of Culture and National Heritage and the National Audiovisual Institute. It marks the upcoming European Culture Congress in Wroclaw.

	50 remixes were submitted for our Dock's Docs Gdańsk Remix competition for the best collage of video documentaries from Stocznia Gdańska (the Gdańsk Shipyard).

	The deadline for submission was may 15. The project team and competition partners will now select 20 most interesting clips which will be judged by a Jury consisting of

	Results of the Jury’s vote, which will pick 3 winners will be announced on our website on June 15. The award ceremony and screenings of the winning videos will take place during the European Culture Congress in Wrocław.

	The prizes are specialized trainings in Ina SUP – educational institution established by Institut National de l’Audiovisuel (Ina) which is the biggest radio and television archive in the world. In addition winners will be invited to participate in the Congress. The organizers will cover their travel and accommodation costs and grant them free admission to all Congress events.

	The latest book by Professor Zygmunt Bauman, Culture in a Liquid Modern World, will be released on May 12, along with Krzysztof Rzączyński’s newest film Love Europe World of Zygmunt Bauman. The events mark the upcoming European Culture Congress, organized by the National Audiovisual Institute.

	In his latest book, Zygmunt Bauman — one of the leading minds behind the concept of postmodernism and one of the world’s most influential social thinkers — explores the beginnings of the very concept of “culture,” analyzing the processes to which it has been subjected in the past and today, and points out threats and opportunities facing its future development. He explains how contemporary culture is shaped by the pace of change in our world, especially through the free market, the economy, progressing globalization, and most importantly, through what Bauman describes as “compulsive and obsessive ‘modernization.’” “Culture today consists of offers, not prohibitions; propositions, not norms,” he writes. “It has no ‘populace’ to enlighten and ennoble; it does however have clients to seduce. Seduction by contrast to enlightenment and ennoblement, is not a one-off, once and for all task, but an open ended activity. The function of culture is not to satisfy existing needs, but to create new ones. (…) Its chief concern is the prevention of satisfaction (…) which would leave no room for further, new and as yet unfulfilled needs and whims.”

	
		The reflections presented in the book stake out the intellectual framework of the European Culture Congress. They serve as an inspiration and point of departure for discussions on the condition and future of contemporary culture. But they also go a step further. As editor Paweł Goźliński notices in the introduction, Culture in a Liquid Modern World “calls for a revolution in our presuppositions and routine interpretations, which obscure our comprehension of the cultural process rather than bringing us closer to its essence (we are at once the “perpetrators” and the “victims”). It is a radical call, not just for new visions of culture, but for our full participation in these visions. To read Bauman is thus to step beyond the safe consumption of new ideas. It is a commitment. Those who prefer to remain on the sidelines as “critics of culture” need not read Culture in a Liquid Modern World. This is a performance as much as it is a book. It is a call to action.”
	
		Both the book and the film were conceived as a part of the Cultural Program of the Polish EU Presidency in 2011, organized by the Ministry of Culture and National Heritage and the National Audiovisual Institute.

	Competition „Art For Social Change”

	National Audiovisual Institute has a pleasure to invite Polish and foreign NGOs to participate in the European Culture Congress Competition. Applications can be submitted until 26 April 2011.

	You can choose between two topics:

	1. Presentation of a project that has been implemented and can serve as an example of best practice, illustrating the ECC slogan “Art for Social Change” – presentation can take any form (exhibition, artistic action, movie, performative activities, etc.).

	Competition intended for NGOs from Poland as well as from other countries of the region (Czech Republic, Hungary, Slovakia, Ukraine, Lithuania, Latvia, Estonia, Russia), and from the Eastern Partnership countries (Ukraine, Belarus, Moldavia, Georgia, Armenia, Azerbaijan).

	2. Preparation and presentation of an artistic activity promoting the ECC slogan “Art for Social Change” – the presentation can take any form but must be prepared by two or more cooperating NGOs (at least one from Poland and one from other country).

	Competition intended for Polish and foreign NGOs which would like to implement a project in partnership.

	If you want to apply for a competition, you have to update or add your data to the database of ngo.pl

	You can look for foreign partners in the database of ngo.pl or the database of European Culture Foundation.

	In evaluating the projects submitted, the Competition Committee will take into account the following criteria: innovativeness and interdisciplinary character of the project, consistency of its content and budget, and a possibility to continue the project.

	The maximum amount of single award is PLN 50 000.

	The projects should be presented during the European Culture Congress in Wrocław (8 – 11.09.2011) – if a NGO plans to continue its project, it should enclose with the application form a plan of such continuation (however, the project cannot be continued using the grant funds).

	Applicants can indicate the preferred site to carry out their project in Wrocław, however the Organizers are entitled to place the project (in order to coordinate it with several other cultural events that will take place at the time) within the area of ECC (i.e. Hala Stulecia, Wytwórnia Filmów Fabularnych, IASE Centre, or public space surrounding the locations mentioned above).

	The Organizer does not provide technical equipment for the projects (the cost of hiring the necessary equipment must be included in the project budget).

	Participants of the selected projects will be granted free entrance to all the ECC events as well as free accommodation during ECC (the Organizer will not reimburse travel costs, which must be included in the project budget).

	The participants from non-EU countries neighbouring with EU may apply for a travel grant from Step Beyond - a program implemented by the European Cultural Foundation.

	World premiere of “Rainbow Stand 2012”, the newest spectacle by Monika Strzępka and Paweł Demirski will take place on March 5, 2011 in Polski Theatre in Wrocław.

	Strzępka and Demirski, a duo well known for their acute and accurate diagnoses of social neuroses, have now decided to take on the problems of discrimination and the commercialization of public space. The show was directly inspired by the Rainbow Stand 2012 Association, founded online in August 2010. The website was created by the first gay fan club of the Polish National Football Team.

	The performance is a part of a larger initiative, that will reach its conclusion at the European Culture Congress in the frame of the Trickster 2011 project. Polski Theatre in Wrocław is one of the Trickster partners.
