Regulations for accredited PHOTO/TV journalists during the European Culture Congress

Accredited TV and radio journalists and photographers are kindly requested to familiarize themselves with the rules for photographing and recording (audio and audio-video) applicable to the events of the European Culture Congress in Wrocław.

We would like to remind you that during both the official inauguration and closing ceremony of the European Culture Congress, as well as all other Congress events, the use of flash lamps during photographing is forbidden. You are kindly requested to record and document Congress events in a way that will not disturb the organization of individual projects, artists’ work or viewers’ participation in the events.

Inauguration of the European Culture Congress and lecture by Professor Zygmunt Bauman.
Access against accreditation only. Owing to strict security procedures, media representatives are requested to arrive at 15.30 the latest.
Inauguration (30’) is an event of a special social significance and is open for all media. A transmission signal can be downloaded from the broadcast, whose only sender is TVP as the official Host Broadcaster; the signal is to be used for non-commercial purposes only.

The lecture of Zygmunt Bauman (60’) attracts particular social interest, and the HB has the sole right to the transmission of the entire event. Radio and TV journalists can, within the framework of their accreditation:
a) Download a transmission signal, whose only sender is TVP as the official Host Broadcaster; the signal is to be used for non-commercial purposes only,

b) Broadcast in information programmes signal fragments of a total length of 90 seconds within 24 hours, three times in the form of short news about the event, with the source of signal mentioned,

c) Develop their own coverage of the event from fragments of a total length of up to 90 seconds, to be broadcast according to the rules in (b) above.

Funny Games EU (film cycle prepared by NH Association) No recording allowed during the screening. Fragments of the presented films are available on „beta” media at the organiser, to be used for non-commercial purposes.

Debates in the framework of A Soul for Europe initiative – Media participation only on the basis of personal invitations, with possibility of short broadcasts.

Closing ceremony of the Congress
